2017年度追加分:グローバルリーダーシッププログラム共通テキスト

大阪大学のグローバルリーダーシッププログラムの授業で用いている共通テキストの2017年度追加分である。2学期の「経営者と語るリーダーシップ」「経営者と学ぶリーダーシップ」でスライドの11から13ページを追加した。

スライド１１は本物のリーダーシップは権限がない人のものであること、１２はリーダーシップは価値観と無縁でないこと、１３はよいリーダーシップの評価基準を説明している。

もともと法哲学の矢崎光圀ゼミで 読んだH.L.A.Hartの The Concept of Law　(1961)(Third ed., 2012, at p.14) に引用されていた言葉だった。その後色々な論文や書籍に引用されているが、書籍を買って調べたつもりが見つからなくなってしまった。

今では、元の講義録（下記）も論文集Philosophical Papers (1961, edited by J. O. Urmson and G. J. Warnock[1])も、デジタルで閲覧できるようになったので、簡単に出典を確認できる。

抄訳なのに全訳だと誤解させる記事－貿易自由化には調整コストを伴うのに

ダグラス・リポルド「欧米で保護主義台頭」中の「内向きのポピュリズム政策」の原語を調べたら"inward-looking populist policies"だった。それで日経161223の記事は貿易自由化に伴う弊害への対策などの重要ポイントを省略した抄訳だということがわかった。

ダグラス・リポルド氏は元の記事で、貿易自由化は経済的なボトルネックを取り除く政策と変化に伴う調整のための政策を伴わないとダメだと主張して、国によってはインフラに投資して内需を刺激する政策も必要となるという[1]。

To be fully effective, liberalization efforts need to be accompanied by policies to address economic bottlenecks and support adjustment. There is room in some countries for stimulus policies to support domestic demand through investment spending, notably on infrastructure.

そして貿易自由化に伴い失業などが生じる「調整コスト」をどう負担するかの対策が必要だというのである。たとえば専門的技能の訓練と生涯学習によって、労働者をより開かれたダイナミックな経済に適応できるようすべきと提案する[2]。

In addition, support for labor market measures may be needed to address adjustment costs related to worker dislocation and to prepare the work force for a more open and dynamic economy, for example via training in specific skills and life-long learning. Such actions can be directly supportive of Asian economic objectives.

訓練や勉強が嫌な労働者や調整コスト負担のための政策に自信がない政治家は、「内向きのポピュリズム政策」を支持して易きに流れるのではないだろうか。
